Give more rights to a user

Hi,
I just added a new computer (Win XP Pro) in my domain. However, the
user (a domain account) can't execute a file or change a setting in
the controls panel. He has not enough rights.
I don't remember how to give him more rigths. I would like give him
rights for execute file, change controls panel config, install/
uninstall printers, etc.
