Are you saying the power went out TWICE? That wasn't the grid's fault;
I'll bet that was the defunct UPS/battery you are using.
It is showing the safe mode screen now,
Then try an earlier System Restore Point; see if that helps.

of the options are working. I tried safe mode, booting normally, and
last known good configuration, but it always comes back to the same
screen.
Get safe mode again and try for an older restore point. And get rid of
that defunct UPS now! Disconnect it.
Does anyone know how i can fix this. Its most likely due to the update
which has messed up something somewhere.

Try a Repair Install. It shouldn't lose any data on you, but I hope you
have current backups anyway. If that doesn't work, you're probably
looking at a rebuild. Get that UPS disconnected or replace first,
though.
1. Why on earth would you bother using a USP that's giving you 20 S of
backup?
2. When you get going again, look at imaging software. Then you can be
back up and running in anywhere from 20 to 40 minutes depending on how
much data you have to restore.
3. By a damn battery for the UPS or get rid of it and replace it.
