This is may be a hardware issue and not software. You can determine this by:
1. Booting with a Linux Live CD (I like Knoppix best but there are others)
and seeing how the system behaves.
2. Doing hardware diagnostics, starting with the hard drive.

3. If all hardware tests turn out OK, then since you are unable to boot into
Windows at all back up your data using the Linux Live CD (or by pulling the
data off from your other computer) and do a clean install of Windows.
