The file cipher.exe is included with the service pack, but is not installed
because EFS isn't part of XP Home. You can expand the file, but I don't
think it's going to do you much good other than to view what level of
encryption is on a file. There are freebie encryption programs out there,
though:

This is a decent place to start if you're looking for something other than
XP Pro.

To SC Tom... I found the information in

where it says that cipher is included with Windows XP.
Now that I have checked all the directories suggested by nass and found no
cipher.exe I suppose that means it is not included in the Home Edition.
Next question: Can I add it to the Home Edition somehow?
