I uninstalled IE8 and tested it by shutting down. it seems to have worked.
I downloaded User Profile Hive Cleanup Service. I should now just let it
run and do it's thing when i shut down? There is nothing that i currently
need to do?

I currently have Windows XP Media Center Edition Version 2002 Service Pack
3.
My computer stalls when shutting down at the "Windows is Shutting Down"
screen. I have to manually shut down. Any thoughts as to why?
The only thing I remember that i have down is update Internet Explorer 7
to
Internet Explorer 8 due to my Internet running slow (which it still is).
