In the Device Manager all devices are indeed functional. Infact,
Communication port in COM1 shows IRQ as 04 whereas Modem in COM3 shows IRQ
as 22! So, what could be wrong?

Internal modems have a COM port built-in. You may have COM1 as part of
the
motherboard, but the internal modem provides another.

COM1 & COM3 usually share the same interrupt and this often causes
problems if you have another device on COM1. Try switching the modem's
com
port to "2".

IRQ 22 is correct as most internal modems are PCI based.
