I just figured this out on my own. I was looking at the TY08 file
where the log file was which is under "my account"/application data
etc. If I would have read the exception closer, I would have seen that
it is referring to "all users". Once I figured this out, I just opened
up permission on TY08 to System and my account and now all is fine.

YW. The above suggests that TurboTax wasn't installed properly to begin with.
