Unable to create new folders



After just finally resolving a recent hard drive failure (my D: drive unit) I
found that I am no longer able to create new folders in Explorer. In Classic
view option, there is no 'NEW' option in the menu system that allows this.
In the standard view option, 'Create folder' although present, does not
function. Is there a way to correct this, or install a new copy of explorer?
My computer (XP Media 2005 edition) is a stand alone system, with several
family member user logons, where this inability to create folders is present
with all users including the administrator logon. Explorer does allow copy,
move and delete (file or folder) , it just won't allow creating a new folder.
User permissions do not seem to be the problem here.
