Been there, done that. When I loaded my mp3
collection onto a new 1TB
drive it (as expected) changed the 'date
created' but left the 'date
modified' alone. This is a recent bug and now
I'm buggy over it. Not
cuz it's important, but because it's an anomaly.

Just a SWAG, but ... are you sure you aren't
confusing Last Modified with Last Accessed times?
Just running a program changes the Last Accessed
time. Even just looking at a file with out
modifying anything in it can cause Last Accessed
to change.
