Was securedwebbrowser.com the frequently used web site? If so, that
site is *not* a Microsoft site. It is some Russian site operated by
Andrey V Vernikov.
How can I stop this from running on my computer?

What did you install or where did you visit after uninstalling the
vaguely described "microsoft antivirus program"? Looks like you've been
hijacked.
Tried resetting IE back to factory defaults (advanced options)?
Tried rebooting into Windows' safe mode and retest?
