went to properties and clicked on Recording, then check Enable CD recording
for this drive. It still doesn't burn. It may be able to read. Also, now when
I insert anything and then eject it, the disc icon is still there (usually
when you eject the disc, it shows a drive and a cd icon).

The Dvd burner I have is Lite-On DVDRW SOHW-832S

Will updating the firmware or restarting the computer work?
