Blue Screen of death - DRIVER_IRQL_NOT_LESS_OR_EQUAL

Tech-Archive recommends: Fix windows errors by optimizing your registry

I all of sudden started getting this message when trying to boot my laptop. I
have tried booting in safe mode, with last know good config, and normal, but
seconds after I make my choice the BSOD shows up. All potential solutions I
find require the system to be up and running. What can I do??
