Update: After some more research (so much research) I reinstalled the TCP/IP
stack and I now can connect to the internet. Also, I had (prior to initial
post) uninstalled NIS 2008 and Norton System Works 2008. I had also cleaned
up PC of remnants, defragged, then installed Avast,! 4, Winpatrol and
reinstalled the PCI wireless card software (Linksys). I still must repeatedly
reinstall TCP/IP to get/stay connnected to WWW. No more Auto Private
Addressing, althought it doesn't always get IP address from router
(connection reports 0.0.0.0 for IP address and subnet, gateway IP is
correct). Windows Firewall/ICS still will not start, error code 5 - not
authorized. Security Centre reports Firewall is active, Firewall says it
can't start.
I ran msinfo32.exe>Components>Network>Protocol. The article I read says I'm
supposed to have at least 10 entries, there are 2.
While I haven't checked Avast! yet, I'm of the opinion that I've done (or
rather, undone) something in the registry. All works fine on my laptop (XP
Home).

Check any / all anti-virus or "enhanced" Internet security software.
I had Norton 360 which must be told to "trust" the wireless network
name (aka SSID.)

Not sure how your cleared out the Norton "left-overs" but Symantec has
an enhanced Norton "uninstall" tool.

I don't see any network trust levels in avast!. I have tried reinstalling
the IP protocol and used the "rundll32...SteelHead..." command. Security
Center came back but still cannot connect to internet. It's as if windows
can't make a connection unless WF/ICS is started (which it won't [I get an
'Error 5: Access Denied' message from the services.msc window]). Also, my
router is my DHCP but it seems like windows can't get an IP address auto
assigned.
