Uninstall IE7 and see if the behavior persists:

Yes, IE7 installed on all my machines, OS patched with the latest
updates.

Is IE7 installed?

On my desktop computer running XP Pro, I have “enable offline files”
option properly turned on. In addition, there is a network-shared
folder in “My Network Places” folder. Furthermore, in my little home
network, my laptop (running XP home) can access the files in the
shared folder located on the desktop without a glitch.

Now on the desktop, supposedly by right-clicking the mouse on a file
or folder, the option of “Make Available Offline” should appear on the
list of options, but for some inexplicable reasons, I can’t find it on
my computer.

I’ve gone as far as running “gpedit.msc”, manually set Computer
Configuration >Administrative Templates > Network > Offline
Files>Allow or Disallow use of offline files to “enabled”. All to no
avail. Still can’t see “Make Available Offline”.
