Not sure what you mean by "vertical stuttering."
I've always found page scrolling to be quite smooth in IE7 on awide range
of PC's, including pressing the scrolling "wheel" on a mouse to make the
"up/down" thingy appear on an IE7 web page and then moving its'
counterpart/cursor above or below the fixed up/down thingy to scroll the
page ....etc.
....some things to try :-

I 'll not bore everyone with my hardware list (which is good), but I would
appreciate a recommended for poor smooth scrolling of Windows Explorer
(7.0.5730.13) windows. I do have smooth scrolling selected in IE7 options.
I am not a gamer, being too old 8:), but I have in my computer ran
smooth rendition of some current high-end graphics games and also have ran
the Physx engine with the downloaded Warmonger demo.
How then does Microsort not optimise its XP Pro SP3 and IE7 so that I can
enjoy reading simple text without the vertical stuttering?
