Windows XP SP3 handles Daylight Savings Time end incorrectly?



This morning (Sunday, 10/26/2008) when I got up and rebooted my 3 computers,
the 2 that are at SP2 say, correctly, that they are on Eastern Daylight Time.
The one running SP3 says it is on Eastern Standard Time. All three are
configured the same way - (GMT - 5:00) Eastern Time (US & Canada) and
Automatically adjust clock for daylight saving changes.

Is there a bug in the SP3 code? How can I fix this?
