I don't have Norton AV but if the AV software runs as a service, you could
make the Security Center service depend on the Norton AV service. See this
KB for instructions.

I am running Windows XP Professional with SP2 and all subsequent
up-dates except SP3 installed. I have Norton System Works 2004
installed and working.
When I start up my PC I get a popup warning from Windows Security
that my Norton Anti-virus has not started. This popup usually
disappears after a minute or two but sometimes I have to re-start
Windows to get it to disappear. This popup has been occurring

I have downloaded, but not installed as yet, a program called
Startup Organiser from www.metaproducts.com/startup_organizer.htm
with the view to rearranging the program starting order so that
NAV starts before the Win Security checks to see if it is
running. This tool was the subject of a solution to a similar
problem in a computer magazine. If you know of a better tool
then please let me know about it.
I could do this by trial and error moving NAV up the list one
place at a time until the popup does not appear but this could
create other problems. I would appreciate your advice in regard
to where I should move NAV to in the startup process to achieve
this or an alternative approach to stop the popup appearing.
I have tried msconfig and see what it shows. The trouble is
that I am flying blind in this matter and that is not the best
thing to do. I don't recognise some of the processes running
and msconfig doesn't seem to have a way to change the order of
programs loading. I guess more research is needed.
