I believe if you have a wireless mouse the receiver will be USB and no ps2
port will be used. Have they installed the software for it. It can be
downloaded for free from Microsoft. Does the mouse work if they boot up
without it and then plug it in? They may want to enter the BIOS (press DEL
or F2 or F12...whatever the startup screen says when first booting) and look
for USB legacy settings and enable, uncheck 'halt on all errors'. Make sure
Bootup options don't USB device as #1. Make sure good batteries are in
mouse.

Please note: I am not 100% sure of the details of this issue, however I
thought I might post a message here.
I recently gave a family member a microsoft wireless 6000 mouse with
receiver. Installation was fine but when they reboot the machine
it will not boot up (I don't know if it gets to POST but I would assume
not) unless they unplug the mouse. Once the mouse is unplugged the
machine boots up as normal. I'm not sure if they are using the USB
plug or the PS2 plug... I don't have that information yet.
I suggested that they try the PS2 plug instead of the USB, although on
second thought, the USB plug would/should have 0 effect on boot, while
the PS2 plug could prevent boot if the drivers are fouled up.
I should have more information later, but does anyone have any
reasonable initial thoughts?
tks
