No, it isn't moderated and no, you should not post off-topic subjects.

I've seen other people do it and nothing's been said to them. In *this*
newsgroup and the one for Vista. I will admit it has not been often, but it
*has* happened. Is there some rule about who can do it and who cannot?

item about the USB radio did actually make it to this newsgroup. Use
Google to locate it if you cannot find it with your current newsreader.
