You need to identify which network card is causing the problem.

Are there any yellow question marks in Device Manager? Right click on
the My Computer icon on your Desktop and select Properties,
Hardware,Device Manager. If yes what is the Device Error code?

You might also use the search facility in Registry Editor to see what
the GUID "DF0092FE-280A-46AE-A830-7E491C5870F2" references.
Select Start, Run, type "regedit" without the quotes and hit ENTER.
Place the cursor on My Computer and select Edit, Find and enter
"DF0092FE-280A-46AE-A830-7E491C5870F2" without the quotes. Look at all
entries you findand see if they refer to one of your Network Cards.

What you are asking in your final question is beyond my experience.

You seem to have a time synchronisation problem. Try the
soution in the next link.

Time synchronization may not succeed when you try to
synchronize with a non-Windows NTP server in Windows Server
