Reinstalling SP2 should not affect existing programs. However, it's prudent
to take appropriate backups whenever installing or reinstalling a major
update for the OS.

No, it is stopped, but when I attempt to start it I get an error

The excitable program that this services configured to run does not
implement the service.
Tried this and though it now is started, after re-starting computer I
still cannot access help and support, When I click on it nothing
happens
I have tried this site, but cannot access package store. If I
re-install

current programs?
