Environment:
5 servers, 1 2003 SBS, 3 2003 and 1 2000 all fully patched.
About 50 workstations all running XP sp2
WSUS and Symantec Antivirus

I've seen this on ever server/network that is running Symantec 10.1.5,
you MUST upgrade all stations to 10.1.7 to fix the problem.
