Windows Firewall

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

Windows XP, SP2
I am experiencing difficulty with Internet access which has got very slow
over the last few days.
Windows security alert reports Firewall is off; Windows Firewall in Control
panel says 'Windows Firewall settings cannot be displayed because the
associated service is not runing'; so Windows will not allow me to enable
Windows Firewall even through Control Panel.
I also can't access Internet Options at all through Control panel; it was
saying 'system administrator has denied access'; I am the system
administrator presumably. Internet Options icon has now disappeared
altogether from Control panel.
Network Connections folder in Control panel is also empty.
All was normal up to four days ago. I have AVG antivirus.
Anyone got any suggestions how I can regain control?
.
