I chatted with Symantec Tech support as someone else had mentioned that the
problem is caused by the "Symantec Event Manager" service on Norton 360.
Here's what they said:

Hi Malke, thanks for the reply.
I didn't mention this in my original post, but the problem is happening in
all 4 of my computers. I have a small graphic design shop with three PC's
at
the office and I have a laptop at home. The problem is happening in all of
the machines.
- The only thing that has changed between the time things worked and now
are
automatic Windows Updates. I have not installed and/or removed any
programs.
- All four machines are 100% free of any malware and/or viruses. I run
Norton 360 v2 on all of them and keep it up to date. Additionally, I do
not
visit questionable websites of any kind and monitor closely where my staff
goes online. I am confident to say that all four machines are clean.

The Second Question of Windows Troubleshooting: what is the malware/virus
status of the machine? If you think it is clean, what programs (and
versions) did you use to determine this?
