It depends. Generally it has to do with Netware/VPN....

If this is the case: Right click My Network Places and select Properties. Right click the Internet connection in question, or LAN connection, and select Properties. On the Networking tab, This connection uses...highlight Client Services for Netware and select Uninstall.

If you read the above posts then you'll know the Welcome screen and Fast user switch boxes are grayed out. Not sure why. If you have any ideas how to restore their functionality please let me know.

You have just turned on welcome screen, but you did not set a password to
your user account. You need to set a password after clicking on your user
account from the Control Panel.

If this doesnt works, you can do it the other way.
Start->Run->type "Control UserPasswords2"
Make sure you have a check box on "Users must enter a user name and password
to use this computer"
Click Apply, then restart.
