I can't find Internet Explorer in the Desktop icon customization
dialog on Windows XP Service Pack 3. Is this because of some sort of
lawsuit thing from other web browser makers?

Do you have IE 7 installed? If so, take a look at the following article.

Internet Explorer 7 Desktop icon missinghttp://support.microsoft.com/kb/555849

Note: You may not find the value listed in that article in the right hand pane
of this registry key.

HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\HideDesktopIcons\NewStartPanel

If that happens, right click an open spot in the right hand pane and select
New ->DWORD value from the menu. Right click the new value and select Modify
from the menu. Change the name to {871C5380-42A0-1069-A2EA-08002B30309D} and
set
the entry under Value data to 0.

Good luck

Thank you for your answer. So it's not because of Service Pack 3, but
because of IE 7. However, what I wanted to know was not the solution
but the reason. I've read the article you have mentioned and found
that it is "by design". I still don't understand since I think many
people want the IE icon on their desktop. Does someone know why
Microsoft changed the design? Isn't this somehow related to the anti-
monopoly or something?

You might want to ask that question in the IE7 newsgroup. Any response I could
make would be speculation. Search Google Groups for
microsoft.public.internetexplorer.general.

Good luck
