Glad to know you able to sort it out.

I was also thinking setting permissions in the registry, like adding
Everyone to Group or users giving Full control and Read permissions to the
dll file. But on searching for the dll file in the registry I came up with
more than two entries under HKLM that it became more complicated specially
for those not well versed on registry edits.

However, your suggestion sparked a reminder that had to change some
permission settings in my registry to gain delete some unwanted keys that

So I went back into the registry and reset ownership in the permissions of
the HKLM and its subcontainers to Administrators\[domain]\Administrators
(domain=name of computer or network domain). I would expect that this should
actually be set for Users\[domain]\Users to make the address bar available
to all user profiles besides just administrators.

I then checked but didn't change the permissions throughout the registry.

When I logged off and then back on, all of the default tool bars including
the address bar were back where they belong in all of the administrator
profiles.
