Try changing the permissions for that file.

but that after applying the approprate hack of my choice (the one suggested
at the site your link took me to), only one of the four profiles on my XP
Home machine is able to restore the address bar option to the taskbar.

I then reinstalled the service pack, and yet again only my profile could
restore the address bar.
Does anybody have any suggestions?
