Certainly if it's in the startup folder you can remove it with no problem.

I have the same printer. It's NOT in the start up folder and there's no
place to not have it load in the program itself. The only way to stop it
from loading is to untick all three HP entries in the start up of
MSCONFIG. You will lose the feature of using the printer/scanner without
using a program on the PC if you do this.

It is in my Startup folder, but only for All Users and not for Owner
or Local User.

It's not in mine but that could be because I removed them from MSCONFIG. I never use the printer as a stand alone.
