What you are reading is the requirements for the "Overview of Windows XP Service Pack 3 ". You have to download "Overview of Windows XP Service Pack 3" and read that and you will see that SP1 minimum is needed.

Since XP alone is on the list, I conclude that SP1 is not required.

Hmm..that's the way I first read it as well, then everybody jumped in
and said different. Would be nice to be clarified, not having to
install SP1a would sure save a lot of time!
