It's really an incredible situation. The problem is well-known and stems from the fact in that the problem arises after the user installs the MS Office 2007 program and continues to use Outlook Express as his/her mail program. Now the user finds that the spell check function in OE brings up a French dictionary (although I have heard of at least one user who reported a German dictionary!) so that the spell check function in OE becomes useless for English-speaking users.
There's been a whole series of articles published on the net re this problem and all sorts of explanations as to why MS has failed to correct this situation knowing full well the problem exists.
In any event, the common workaround that many, if most users have found is to use a (free) third-party spell checking program (in English!) - Spell Checker for OE 2.1. (There are others). It seems to work fine based on the experience I & others have had with it.
