You did not mention Avast earlier.

The Self Defense function does not work in safe mode. There is also a
programme setting whereby this function can be disabled.

The culprit was, Avast Home Edition freeware.
Uninstalling/reinstalling did no fix it. I have used this AV for
quite a while and have never had any previous problems. I can only
