Well, thanks for letting me know my friend and I aren't the only two with
this problem.
One HAS to click on the warning message in order to allow the blocked
content, or one cannot visit the site. The options are "allow blocked
content" and "more information" (but not information that helps me avoid
this problem).

Perhaps I didn't explain well enough originally. I develop the pages on
my home computer and test them out by double clicking on the file name in
Windows Explorer. That's when I get the blocking message. But when I
upload the pages to the web and access them via IE, they appear without
the blocking message. That's what confuses me.

In Windows XP SP2, when the active content is blocked from running in
the Local Computer zone, the Information Bar will appear.

A friend is helping me create a little website which contains
javascript. When I access the pages from the website, it works fine,
but when I access the same pages on my home computer, I get the
following message across the top of the IE WIndow:
"To help protect your security, Internet Explorer has restricted this
file from showing active content that could access your computer. Click
here for options..."
I can't access the rest of the site online until I click "here" and
allow the blocked content.
I've tried to change my IE security settings via tools | internet
options | security and unchecked everything that seems remotely
connected to this issue, without success. It's just a minor nuisance,
but if anyone can explain why this happens and (hopefully) how to cure
it, my friend and I would appreciate it.

on my site if that's what you mean. And it works in Firefox browser but
no IE7. Hope you get an answer.
Did you try clicking on the yellow bar at the top and reading the options?
I never did, I'm lazy, just wondering if you did.
