What it is really saying is that if you install SP3 on a system with IE7/8 and then need to uninstall IE7 or IE8 you have to uninstall SP3 first, then uninstall IE, then reinstall SP3 and proceed. The problem is that IE7/8 does not uninstall if installed before SP3 is installed. If installed after SP3 then it should uninstall fine should the need arise.
From the release notes:
"Internet Explorer
If you have installed Windows Internet Explorer® 7 or a beta version of Internet Explorer 8, and then install Windows XP SP3, you cannot uninstall Internet Explorer.
To avoid this, ensure Internet Explorer 7 or a beta version of Internet Explorer 8 is not installed before installing Windows XP SP3."

Up to date info here too - especially note that it advises to uninstall IE8 beta (if installed) prior to updating to SP3.
