Tech-Archive recommends: Fix windows errors by optimizing your registry
Have you tried a System Restore? Start>All
Programs>Accessories>System Tools>System Restore.

My Control Panel icon has been removed from the start menu, and any manual
way I try to access it, the computer gives an error report telling me that
control pannel has beenblocked by my administrator (I am my
administrator). I
would appreciate any help you can give to me.
