That was true when installing IE8 on the SP3 beta and RC but not the reverse. If IE8 beta is already installed on XP SP2 then XP SP3 installs OK. I just did it in one of vms.

And if you're running IE8 Beta 1, you want to uninstall it before you install WinXP SP3.
