Here's the things I've tried that have no effect:

In the registry, navigate to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\TrayNotify
There should be a dword called BalloonTip. Create it if it's not
there. The lowest its value,
the shortest time the tip will be shown.

I dropped the time to 1 and several other low values including 0 to no
effect.

To disable completely the balloon tips, navigate to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
and create a new dword called EnableBalloonTips. Set its decimal value
to 0.

I also set all these to 0

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced\ShowInfoTip
KEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced\FolderContentsInfoTip
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced\StartButtonBalloonTip
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\tips\Show

You forgot one:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoSMBalloonTip"=dword:00000000

Doesn't fix it either.

Rinse, lather, repeat.

Whatever that means :) Any other ideas?
