another continuous reboot cycle problem

I have a Toshiba Satilite laptop. The power shut off a couple seconds after
a warning beep and went into this reboot cycle after turning the computer
back on. Now any option I choose, Safe Mode, Safe Mode with Networking, Safe
Mode with Command Prompt, Return computer to last known working state and
start normally will just reboot. Nothing gets me to windows. The only cd
that came with this computer only allows me to format to origional condition.
I would do that but we just put family pics on there and havnt backed them
up yet. Anyone know how to get me to windows to back up these files so I can
reformat if I have too. Cant find any answers on Microsoft.

Once the pics are copied/moved, remove your drive, install it back in your machine reset as the master and run your Recovery/Restore disk to install the OS back to factory status. ...
