how to limit overall cpu usage

Sometimes some weird application causes my processor to run at full
power, which results in crashing my (laptop) computer, if the 100%
usage continues for about 10-20 seconds. This has noting to do with my
software, but I want to keep my computer and find a work-around.

I'm using BES (Battle Encoder Shirase) now, in a way of starting an
application and hurry-hurry as fast as possible to limit the processes
of that application.

But sometimes, like when using my printer, some application (for
example an installer or Media Player) which start eating up the CPU
right away, or something uncontrollable still manages to claw his
tentacles around my processor and drinks all life away from it.

Now, maybe someone knows, maybe some secret, well-hidden over the
ages, _some_ program, to radically quiet down everything which
posesses my computer, does exist in the caves of the internet?
