That's not so much firewalling as content filtering. You can do this on
a
per-PC basis with parental control apps like NetNanny or CyberSitter,
and
depending on your real context, that may give you much better results.

Often, when people ask to do that kind of thing, it's because there are
children involved. The parental control app publishers have already
done
most of the research for you on the sites and content that "should" be
blocked. They can provide pretty good reporting, and for four machines
it
will cost you much less than the server you're thinking of.

These do rely on effective Administrator passwords, so you need to keep
an
eye on when the Admin account was logged into.

Firewall server for home networking of 4 PCs is "over-kill." You
need
a firewall router (easy and afforable) only. If you need a server to
store you files (movies, MP3 and other files0 a true Windows Server
is
expensive. A Windows Server requires a PC to bused to install the
Server version of WIndows and minimum of 5 user licenses (CAL) is the
smallest Windows Server "set up." You should look at Windows Home
Server offerings.
