Script error when accessing User accounts for 2nd time

I have a weird issue that I cam across with my new PC. When I double click on
user accounts in Ctrl Panel the first time I do not usually have any issues,
however if I go in a 2nd time I get this script/debug errror message. I also
do NOT get any such message if I right click to open the applet; no matter
how many times I do so. Secondly, if I create a shortcut on the desktop by
right-clicking on the user accounts applet, I never get the same error
message. What gives?? I am not sure how to debug it
