In 2003 server, does the # of CALS limit the connections that you can make?

I read that peer to peer allows 10 "continuous" users in XP pro; what does
that mean. We want to have around 20 xp pro machines in a retail
environment, where 4 of them, for example, will be cash register pc's.
Could we break into different workgroups? Is it 10 per workgroup? We want
to be able to share files and printers, and, all of them will be connected
to a Linux machine running our retail software. Greatly appreciate this and
any further configuration help you can provide
