It's the Navigation bar at the top with the "file, edit, view, ect"
menus aswell as the address bar and buttons missing from the top.

Restore folder options doesn't work and can't acess the view drop down
because it's not there.

Let me reiterate.

If I open a Web browser the menus and navigation bar are there. If I
right click "my computer" and explore again the navigation bar is
present. By if i double click "my computer" there are no drop down
menus, address bar or buttons. The bar down the left of the screen is
still present.:confused:
