It should take care of the clock problem for sure. The time is set and kept in the BIOS. When you unplug the PC the CMOS battery keeps power to the BIOS chip and the time is held. It is a classic sign of CMOS battery failure when the machine fails to keep the correct time when it is unplugged.
Other settings such as the boot order and other hardware settings and preferences are also held in the BIOS and when the battery fails the BIOS settings return to default factory settings, there may be a default setting that causes the computer to boot in a different manner. Change the battery and see what happens.

Seems everyone agrees this battery needs replacement. Will it take
care of both the bootup & clock problems??

Sounds like the CMOS battery is dead. This is a small battery on the motherboard which supplies power so that the BIOS can retain it's settings.

I'm running XP home ed on a 5 year old Dell desktop. Recently, it's
not booting up normally. I always turn off the power from the power
strip after XP shuts down. (shuts off all those little green lights on
printer) When Iwould boot up in the AM I 1st turn on the power strip
then have to press the button to turn on the CPU and everything would
boot up fine.
Well, recently, when I turn on the power strip the CPU also starts up
(without my turning it on). The bootup then stops at the 'Enter
Setup' point. I have to press Ctrl-Alt-Del to complete booting. The
clock time is also wrong when bootup is complete so I have to reset
it. It holds till the next bootup.
Any ideas what I should do to get this working smoothly again?? Thanks
for any help!
