I already have my run command so I can check on the group policy. But I'm not
very computer literate, what should I look for under the group policy
settings?

Windows XP Professional or Home. That message indicates that a.
Group Policy has been enabled. This behavior can also be the result
of Malware getting on the computer. If XP Professional you can run
the Group Policy editor to examine what policies are active:
Click Start, Run ( type ) GPedit.Msc [Enter]
If Malware, see the following site for detection/cleanup info:

My Run command is missing from the start menu. I already went to Start
properties but I couldn't find the "Run" option from the list of menu to
be
displayed. I also pressed the windows button + R but an error came up:
This operation has been cancelled due to restrictions on effect on this
compter. Please contact your system administrator.
I am only using one username on my pc.
