run command missing in start

My Run command is missing from the start menu. I already went to Start
properties but I couldn't find the "Run" option from the list of menu to be
displayed. I also pressed the windows button + R but an error came up:
This operation has been cancelled due to restrictions on effect on this
compter. Please contact your system administrator.
I am only using one username on my pc.
