There is no SP3 for XP Pro x64. It is a different OS from 32bit XP.
32bit XP is NT5.1. XP Pro x64 is NT5.2 and shares its codebase with
Windows Server 2003. Both XP64 and WS2k3 are at service pack level two
for NT5.2. No SP3 has been announced for NT5.2. SP2 for NT5.2 came out
less than a year ago.
I've given up on Vista ever running as fast as XP can even on the best
hardware so I'm going to put XP on the system I'm building. It is a
Quad core with 4 gigs of ram. I've never tried XP 64 so I thought I'd
give it a try. Will SP3 be available for it at the same time as SP3 is
for 32 XP?

The first time I set up a Vista machine for a co worker I had a XP laptop with A Celeron processor and 512 RAM....
