I've never heard of this or ever found files like that on my Windows
machines or on clients' boxen. From your description, I would expect those
files to be in the Temporary Internet Files folder. You need to enable
viewing all hidden files to see them.
I think your information is dubious, but you can clean temporary files with
the free CCleaner. I don't suggest using the registry management tools in
the program, however.
