Hanging task bar and desktop

I have just started having a problem with my task bar hanging every now and
then and my desktop doing the same (but never at the same time). it takes
about 5 min for my computer to get from the "starting windows" to the point
where my desktop thaws out and i can run applications. it just started
happening about a week ago and it seems everything is happening at once.
while I'm viewing video files, they'll freeze every couple of seconds, for a
few seconds and catch back up with themselves but only periodically. when i
open the my computer for the first time after a reboot, it hangs for about 30
seconds then i'm able to do wut i need. i've tried to reformat the comp but
for some reason, when i change the boot priority, the computer completely
ignores the cd in the drive and starts windows from the hard drive. when the
taskbar freezes, it hangs for about a minute then works fine for a while.
can't seem to figure out what triggers it thought. when i right click the
recycling bin to empty it, it takes about 30 seconds for it to ask if i'm
sure i wanna delete everything in it. then it takes another 30 seconds to
empty it with a freeze of the desktop during that period, though not freezing
the taskbar. I do a lot of gaming with my computer and i have no problems
with my games. not even a little bit of lag with my heavier games. it's only
with my desktop and taskbar. if anyone can help soon it'd be greatly
appreciated, i'm mailing my desktop home and would like it fixed in the next
couple of days.
