Using xp pro, I have a friend who has noticed multiple desktop
files starting with FR and then various numbers with an extension
of .tmp and has no idea what generated these files, anybody have a
clue? an example is FR8.tmp details state unknown program to
open.

You could try using Sysinternals's Process Explorer utility to watch
and see what application is creating those files.
